Within the process of European integration, the strategic goal of the Republic of Croatia is as soon as possible, to establish contractual relations with the European Union through the Stabilisation and Association Agreement. Pursuant to the Agreement, the Republic of Croatia ought to become an associate member of the European Union, and that would be the most important step towards full membership in the European Union. In order to achieve this goal, political and technical dialogue with the European Union will be intensified at all levels.
However, there are still a number of conditions and criteria to be met in the fields of economy, democracy and civil society, and regional stability and cooperation. The preparation process for the Stabilisation and Association Agreement negotiations between EU and Croatia started in January 2000.The process included four meetings of the Joint Consultative Task Force EU/Croatia, Commission's positive feasibility report on the start of the negotiations for a Stabilisation and Association Agreement and resulted in the opening of negotiations in November 2000 during the Zagreb Summit.
Stabilisation and Association Agreement was initialled on 14 May 2001.
